Would it be illegal to video criminals who are breaking the law and then to publish them on the Internet?

For instance speeding motorists driving dangerously, or dog walkers not clearing their dog’s mess? ie. General suff that the police have long since stopped bothering with. I guess the legalities may be different depending on where you live.
