Doesn't limiting Foreign players in the EPL seem Racist?

It does to me. English people always crtiticize other countries like America. But in America this would never happen in any Sport. Get Real England suck and it's not Wegner's or any foreigners fault. Without Foreign players the EPL would suck. The best players to play in the EPL were foreign! And the current best play in the EPL Cesc is foreign!
